Executive Director

Philip A. Starke, Ed.S, is the visionary Founder of the HandUp23 Foundation Incorporated, bringing a lifetime of dedication, service, and leadership to the organization. Born in Northumberland County, Virginia, in the spring of 1966, Philip's journey is one of perseverance, commitment, and impactful service.

Growing up, Philip matriculated through Baltimore City public schools, where his academic acumen and athletic prowess shone brightly. Despite his numerous opportunities, he chose to enlist in the United States Army, dedicating over 22 years of honorable service as a combat engineer. His military career saw him serve both stateside and abroad, rising to the rank of senior non-commissioned officer.

While on active duty, Philip demonstrated exceptional determination by pursuing higher education, earning multiple degrees. This commitment to learning and self-improvement laid a strong foundation for his post-military career. Upon retiring from the Army, Philip transitioned into the field of education, where he has made a significant impact as a coach, teacher, and mentor to countless students.

In 2003, Philip was initiated into the Omega Psi Phi Fraternity Incorporated, an organization renowned for its commitment to community service and leadership. He has served multiple tenures on the executive council and the Project Friendship Foundation, and has contributed to numerous committees, including Fatherhood Initiative, Ways and Means, Social Actions Chair and member, Holiday Service Project, Scholarship and Essay Contest, among others. These roles have underscored his dedication to fostering community well-being and support.

Inspired by his extensive service experience and a deep desire to expand his community impact, Philip founded the HandUp23 Foundation Incorporated in 2020. The foundation reflects his lifelong commitment to service, providing critical support and resources to those in need.

Philip’s leadership, both in the military and in civilian life, is characterized by his unwavering dedication to helping others. His work through the HandUp23 Foundation continues to uplift and empower communities, ensuring that his legacy of service and mentorship endures.

Bridget D. Starke MBA

Deputy Executive Director

Bridget D. Starke, MBA, is the dynamic and dedicated Deputy Executive Director of the HandUp23 Foundation Incorporated. In her pivotal role, Bridget is responsible for developing and overseeing the organization's budgets, ensuring financial stability and strategic allocation of resources. Her responsibilities extend to supervising department managers, including those in volunteer coordination and accounting, and she plays a crucial role in conducting interviews and making final hiring decisions for new team members.

A native of Baltimore, Maryland, Bridget brings a wealth of experience and a deep commitment to her work at HandUp23. Her journey to the Greater Atlanta Metropolitan Area has been marked by a steadfast dedication to advocacy and volunteerism, which are central to her personal and professional life.

Bridget's professional background is enriched by her Master of Business Administration (MBA), equipping her with advanced skills in financial management, strategic planning, and organizational leadership. Her expertise ensures that HandUp23 operates efficiently and effectively, maximizing its impact on the communities it serves.

As a fervent advocate for those in need, Bridget leverages her leadership role to champion initiatives that provide critical support and resources to underserved populations. Her work is characterized by a hands-on approach, reflecting her passion for making a tangible difference in the lives of others.

Shakaslan I. Starke

Treasurer

Shakaslan Starke is the dedicated Treasurer of the HandUp23 Foundation, bringing her extensive expertise in financial management and property administration to the organization. Born in El Paso, Texas, in August of 1985, Shakaslan’s early years were marked by a global upbringing as a military brat, traveling throughout Germany. This unique childhood experience endowed her with adaptability, resilience, and a broad cultural perspective.

In 1999, Shakaslan returned to the United States, settling in Hampton, Georgia. Her professional journey began in 2008 in the field of property management, where she started as a leasing agent. Her exceptional skills in customer service, coupled with her meticulous attention to detail, quickly propelled her through the ranks to become a Property Manager. In this role, she excelled in overseeing property operations, managing teams, and ensuring resident satisfaction.

Currently, Shakaslan holds the position of Accounts Payable Coordinator at Life Properties. Her role involves managing financial transactions and maintaining precise financial records, showcasing her proficiency in handling complex financial tasks with accuracy and efficiency.

As the Treasurer of the HandUp23 Foundation, Shakaslan plays a pivotal role in overseeing the foundation’s financial health. Her responsibilities include managing budgets, overseeing financial planning, and ensuring transparent and accurate financial reporting. Shakaslan’s background in property management and her current role at Life Properties provide her with the expertise needed to manage the foundation’s finances effectively, ensuring that resources are utilized efficiently to further the foundation’s mission.

Shantayvia R. Bullock

Secretary

Shantayvia Bullock is the indispensable Secretary of the HandUp23 Foundation, seamlessly balancing her dual roles as a dedicated nurse by night and the organizational glue of the foundation by day. Her multifaceted approach to community service and her unwavering dedication make her an integral part of HandUp23’s mission.

Born and raised in Germany as an Army Brat, Shantayvia's upbringing instilled in her a strong sense of discipline, adaptability, and a deep appreciation for diverse cultures. These qualities have profoundly shaped her personal and professional life, guiding her journey from Europe to the bustling heart of New York City.

In her role at HandUp23, Shantayvia is the backbone of the foundation’s administrative operations. Her meticulous attention to detail ensures that all organizational processes run smoothly, from coordinating meetings to managing correspondence and maintaining records. Her exceptional organizational skills and commitment to excellence enable the foundation to function efficiently and effectively.

By night, Shantayvia's compassionate nature shines through in her work as a nurse, where she provides dedicated care to her patients with empathy and expertise. As the Social Media Director for the HandUp23 Foundation, Reggie leverages his extensive experience in social media management and content creation to amplify the foundation's mission and impact.

Born and raised in Los Angeles, California, Reggie developed a keen interest in the power of social media at an early age. His journey in the digital world began with creating compelling content for local community initiatives, which quickly expanded to larger projects with national reach. Reggie’s move to New York City marked a pivotal point in his career, where he honed his skills in the fast-paced environment of one of the world's most vibrant cities.

At HandUp23, Reggie is responsible for crafting and executing comprehensive social media strategies that engage and inspire the foundation's diverse audience. His innovative campaigns have not only increased the foundation's online presence but also fostered a stronger connection with its community of supporters. Philip A. Starke II

Youth Outreach/ Mentoring

Philip Starke II is a passionate and dedicated Youth Outreach and Mentoring Coordinator at the HandUp23 Foundation. A current senior at Fort Valley State University, majoring in Computer Science with a concentration in Cyber Security, Philip combines his technical expertise with a heartfelt commitment to empowering the next generation.

In his role at HandUp23, Philip is responsible for developing and implementing programs that engage and inspire young people. His initiatives focus on providing mentorship, educational resources, and opportunities for personal and professional growth. Philip’s approach is rooted in his belief that every young person deserves the guidance and support needed to realize their full potential.

Philip's academic background in Computer Science and Cyber Security informs his innovative approach to mentoring. He leverages his knowledge to introduce youth to the exciting world of technology, encouraging them to explore careers in STEM fields. His efforts have not only increased interest in technology among the foundation’s youth participants but have also equipped them with valuable skills for the future.

Born and raised in Fort Valley, Georgia, Philip has always been deeply connected to his community. His experiences growing up in a close-knit environment have fueled his desire to give back and create positive change. At Fort Valley State University, Philip has excelled academically while also being actively involved in various student organizations and community service projects.

Outside of his academic and mentoring responsibilities, Philip is an avid advocate for cybersecurity awareness. He is involved in initiatives that promote safe and responsible use of technology, aiming to educate both youth and adults about the importance of cybersecurity in today’s digital age.

Philip is on track to graduate with honors from Fort Valley State University, and he plans to continue his work in cybersecurity while expanding his efforts in youth mentorship. His vision for the future includes creating more opportunities for underrepresented youth in tech, ensuring they have the tools and support to succeed in a rapidly evolving digital landscape.
